Catharine manages and leads the development of Highmark’s Federal Government civilian agency business group.

Catharine has over 25 years of project management experience in information technology for Federal Government and private sector clients. Much of her career has been in support of Chief Information Officers or in Program Offices with the focus on gathering requirements for building technical solutions. Catharine’s strengths include her ability to grasp the client’s business processes, translate them into the technical requirements, and serve as a liaison for developing systems to enhance the business. She has managed engagements with the Smithsonian, General Services Administration, Missile Defense Agency, Office of Naval Intelligence, Defense Information Systems Agency, Army, and Department of Housing and Urban Development. Catharine has an MBA from George Washington University and a Bachelor of Arts in Psychology from the University of North Carolina.
