Rosemary manages all Highmark accounting, finance, human resources, contracts, and corporate administration functions.

Prior to joining Highmark in 2006, Rosemary was the Vice President of Administration at Milestone Group from 1998 to 2006. She also has held several key positions with Federal government agencies, non-profit organizations, and academic institutions. Rosemary holds a Ph.D. in Economics from Georgetown University, a Master of Arts in Economics from Georgetown University, and a Bachelor of Arts in Mathematics from Dunbarton College.
